Water
Board Minutes 6/15/04
The meeting was called to order by Bob Sird at 7:12 P.M.
Water Board Commissioners present were Bob Sird, Chris Hanrahan and Larry
Pomainville. Also present were Mike
Balch, Bruce Babcock and Helen McKinlay. Minutes The minutes of 5/18/04 were reviewed, discussed and
approved. Orders The orders of 5/18/04 were reviewed,
discussed and approved. Financial Report Pittsford and Florence financial reports
were reviewed and discussed. The
Water Board requested detail reports of contracts and legal expenses which are
over budget. End of year reports
will be presented at the next meeting. Consumer Confidence Reports Draft copies of the Pittsford and
Florence Consumer Confidence Reports were distributed for review.
The Water Board approved and signed the reports.
A copy will be printed in the newspaper and copies distributed to all
water users prior to July 1st. Route 7 Highway Upgrade M. Balch gave the Water Board an update
with the latest time lines projected for the Route 7 upgrade.
Section 3 (Depot Hill Road to Route 7 North) and Section 5 (Brandon) are
scheduled as the first segments with proposed dates of 2007 to 2008 for start
up. Section 1 (Rutland Town to
Pittsford Mobil Station) is slated as the next segment projected to begin in
2009. Segment 6 (Brandon Village)
is projected for 2011. Segment 2
(Pittsford Village from Mobil Station to Depot Hill Road) is the most problem
ridden segment and is projected for 2012. Dufresne – Henry Field Survey A letter from Tom Nesbitt of Dufresne
– Henry was reviewed for detail required to complete the Four Seasons field
survey for an additional $1500.00. Quality issues from past Dufresne-Henry projects were
discussed. C. Hanrahan made a
motion to have Dufresne-Henry continue and finish the Four Season project
design. B. Sird seconded the
motion. The motion passed 2 to 1
with L. Pomainville opposed. Four Seasons Right of Way Update P. Kulig has been unable to date to get
the right of way approval from Thelma Rosoff.
P. Kulig has attempted to contact Mrs. Rosoff’s daughter to move this
forward. Fencing/Security B. Babcock presented fencing
information. The Water Board will
go to bid for 6 foot fencing without barbed wire with mid grade posts.
Areas to be fenced were discussed. B.
Babcock and M. Balch to prepare bid package requiring site visit to the
collection box, Sand Spring, Florence reservoir and Florence pump station.
Fencing of the Chittenden springs was
discussed. B. Babcock to meet with
Dave Parker to work out the final details regarding ordering of fencing.
The fencing will be completed prior to August 1st.
Quotes for security alarms were reviewed
and discussed. C. Hanrahan moved to
accept the quotes from Howard’s Fire Control and install the security systems
at the Pittsford Reservoir and the Florence Pump House.
L. Pomainville seconded the motion.
The motion passed unanimously. Florence Sanitary Survey Copies of the Florence Sanitary Survey
were distributed and discussed. Follow
up items and deadlines were discussed. Water Department Goals The Water Department Goals of April 14,
2004 were discussed. The list
consists mostly of required capital improvements but does not include the day to
day operations. Day to day
operation is covered in the O & M Manual.
The Water Board goals will be integrated with the Select Board and Town
Manager’s list of goals currently being prepared for FY05.
B. Babcock and M. Balch will work on a work plan for B. Babcock with
projects for the Water Department, Sewer Department and Highway Department and
bring back to both the Water and Sewer Boards for final approval. Public Works, Major Project,
Development Process M. Balch explained the new Public Works,
Major Project, Development Process to the Water Board.
The time allotments for the process to work were discussed.
The Water Board feels this process will be very helpful.
Mitchell Permit Mitchell Tees and Signs water hook up
permit was discussed. The State has
required the original drawing to stand as is which requires a 1 ˝“ line from
the curb stop to the old building. B.
Babcock has worked with Terry Mitchell on how the water line will be installed.
B. Babcock has inspected the piping and materials and verified the proper
materials have been purchased. The
Water Board approved the permit. Water Bills B. Babcock will begin reading water
meters this week. Bills will be
sent out by July 9th. Water Leak A water leak has been reported at the
Clarence Greeno residence. B.
Babcock has investigated and determined the repair is not Town responsibility.
A letter will be sent to C. Greeno to have the water leak repaired. With no further business, the meeting
