Board Minutes 3/23/04
The meeting was called to order by Bob
Sird at 6:30 P.M. Water Board
Commissioners present were Bob Sird, Larry Pomainville and Chris Hanrahan. Also present was Helen McKinlay.
Minutes
Minutes of 2/17/03, 3/8/04, and 3/16/04
were reviewed, discussed and approved.
Orders
The orders of 3/23/04 were reviewed,
discussed and approved.
The Water Board reorganization meeting was called to order
at 6:35. L. Pomainville moved and C. Hanrahan seconded a motion to nominate B.
Sird as Water Board Chairman. Unanimously
approved. B. Sird moved and L.
Pomainville seconded to nominate C. Hanrahan as Vice Chairman.
Unanimously approved. B.
Sird moved and C. Hanrahan seconded to nominate L. Pomainville as Recording
Clerk. Unanimously approved.
L. Pomainville moved and B. Sird seconded a motion to nominate H.
McKinlay as Water Department Manager. Unanimously
approved.
Layne Christiansen Company
Layne Christiansen Company notified Bruce Babcock that the
Florence water pumps were due to be inspected.
The Water Board discussed the inspection agreement.
B. Sird moved and C. Hanrahan seconded a motion to accept the work
agreement from Layne Christiansen Company and schedule the pumps for inspection.
Unanimously passed
Financial Report
The Pittsford and Florence Financial Reports were reviewed
and discussed. Delinquent accounts
were discussed. Water shut off
notices are being prepared and will be sent by the end of this week with a shut
off date of April 12, 2004.
EXECUTIVE SESSION
In accordance with 1VSA 312(b) where premature general
public knowledge would clearly place the Municipality or person involved at a
substantial disadvantage, the Board unanimously agreed to go into executive
session for Legal/Contracts at 6:48 P.M. The Water Board came out of executive
session at 7:28 P.M.
C. Hanrahan moved and B. Sird seconded a motion that the
Water Board not offer any compensation or financial assistance to the 13
Chittenden residents scheduled to be shut off the Pittsford Water System by
November 15, 2004. Unanimously
approved.
Four Seasons Project
C. Hanrahan is preparing a bid specification for the
required pipe installation project at Four Seasons. C. Hanrahan will meet with B. Babcock to review final
specifications and research the location of existing sewer systems. B. Babcock will locate wheel and provide good measurements
for the project. Draft
bid packages will be sent to Water Board for review.
H. McKinlay will request a Type A Public Commercial Water System permit
application from the Water Supply Division.
Water Testing
B. Babcock has a one-year inventory
of State bacteria water testing kits. Arrangements
have been made for C D & L; a Rutland based courier, to take these samples
to the State lab in Burlington. Newly mandated test requirements will be monitored for cost
effectiveness and sent to either the State lab or SciTest dependent on current
pricing.
With no further business, the meeting
adjourned at 8:15 P.M.
