Water Board Meeting May 16, 2007 Thomas "Hank" Pelkey opened the meeting at 6:55PM. Water Board members present were: Thomas "Hank" Pelkey, Allen Hitchcock, Joseph Gagnon, Thomas Hooker, and David Markowski. Also present were Michael Balch, Linda Drummond, Kathleen Ramsay, Don Nickless, Lisa Connell, David Rowe, Joseph Sposta, Jean Davies, and Tom Carrara.
MINUTES The minutes of May 2, 2007 were approved. OLD BUSINESS Tim Raymond of the Water Supply Division replied that the financial plan that the Town sent was complete but had not been officially accepted. One of the provisions in the plan was to go out for bonding for Phase 1 of the project in June 2007. M. Balch spoke with T. Raymond this morning that the plan is acceptable with a few minor changes and will send the Town what the changes are along with a permit. The Water Supply Division recommended going ahead with the bond vote. M. Balch suggested that the Board think about the bond vote for Phase 1 with or without the interconnector 1A of the two water systems and whether or not the Board would like to have Stantec make information graphics big enough for the public to see at a Town meeting on the bond vote. First a bond vote is needed before the design work is done; second, with the passing of a bond vote, the engineering will go out to bid; and third, the engineering will be done. Discussion was held in what location was included in Phase 1. D. Markowski asked M. Balch to write to the State for a time frame and letter of acceptance and assurance before having a Town meeting for a bond vote and specify to the State when the response is needed by the Town. There will be a public informational meeting before the bond vote. It will be a public process and the legwork must be done first to be able to provide correct information to the public.
