Water Board Minutes 12/13/04 DRAFT Bob Sird called the Water Board meeting to order at 6:00 P.M. Water Board Commissioners present were Bob Sird, Larry Pomainville and Chris Hanrahan. Also present were Mike Balch, Bruce Babcock and Helen McKinlay. Minutes The minutes of 11/23/04 were reviewed, discussed and approved. Orders The orders of 12/9/04 and 12/13/04 were reviewed, discussed and approved. Financial Statement Trial balance report was available for the Water Board’s review. Pittsford Water expense supply line will be researched to see if some of the expenses have been coded incorrectly. The supply account with a total budget of $5000 for the year shows expenses to date at $4176. The possibility of setting up a repair and maintenance expense line for future budgets was discussed. Four Season’s Update H. McKinlay reported Robert Shelite, of Paul Kulig’s office had phoned Friday, Dec. 10th to report Joe O’Rourke’s office had received a call from Thelma Rosoff’s daughter, Paula Goodman to state she is prepared to sign the right of way. A letter of intent will be forwarded to the town upon receipt at Paul Kulig’s office. Dufresne-Henry B. Babcock is scheduled to meet with Tom Nesbitt on Thursday, December 16th to review the marked up drawings of the Four Seasons Project and the Sand Spring master meters. Dufresne-Henry has requested a bid packet on the Florence water tank. M. Balch informed the Water Board he has not received the contract information as requested through Tom Nesbitt to determine the percentage of work completed. The contract with Dufresne-Henry was based on milestones and achievements at a flat fee not an hourly rate. No further payments will be made until the contract information is received. Grants L. Pomainville asked if any grants were available to the Town to cover fencing requirements through Homeland Security or USDA. Grants will be researched for availability. Sewer Board The Sewer Board at the December 10, 2004
meeting decided to make a policy that requires tape to be used whenever plastic
piping is being put in the ground. The
tape will be installed to help detect the location of the lines and to allow the
tape to be located when digging prior to hitting the lines. Cards will also be used to show new lines or repair work with
measurements from set points. M.
Balch requested the Water Board institute a similar policy. C. Hanrahan moved and L. Pomainville seconded a motion to use
taping where plastic is being used and set up the card system to show lines as
work is being done. The motion
passed unanimously. Kirby Property The status of the Kirby sub-division hooking onto Town water was discussed. Bronson Spencer has informed B. Babcock wells will be drilled rather than running a water line to hook onto Town water. State approval of the Kirby plan is pending. Chittenden Water Users Five of the Chittenden water users have drilled wells: Campbell, Munroe, Adams, Hughes and Smith. Only one resident has contacted the Town for disconnection of Town water.
