Water Board Minutes 11/23/04

The meeting was called to order by Bob Sird at 6:10 P.M.  Water Board Commissioners present were Bob Sird and Chris Hanrahan.  Larry Pomainville was absent.  Also present were Mike Balch, Bruce Babcock and Helen McKinlay.

Minutes

The minutes of 11/16/04 were reviewed, discussed and approved. 

Orders

The orders of 11/23/04 were reviewed, discussed and approved.

Four Season’s Mapping

The Water Board and B. Babcock reviewed the Dufresne-Henry map presented at the 11/16/04 meeting by Tom Nesbitt.  Several errors were noted in the new drawing and C. Hanrahan marked needed corrections on the drawing with red pen.  Corrections to the drawing include:

• Properties currently receiving treated water were reversed with those properties receiving untreated water.  The 2 houses located on the easterly side of the Four Seasons currently have treated water. 
• Dufresne-Henry recommended replacing all lines to properties currently receiving untreated water.  B. Babcock stated these lines were relatively new and replacement was not necessary.
• An extra hydrant was added to the new drawings.  The Water Board will leave the second hydrant to meet State requirements per new drawing.
• The drawing shows no indication where new services are to be added.
• Connection to existing private line at intersection needs to be shown on the drawing.
• End of scope should show all connections to existing taps.  Enlarged detail of this should be included with corrected drawing.
• The connections of McMahon, Poro and Rosoff are within 10 to 15 feet of each other.
• Drawing shows water line running down the center of the road.  This needs to be at the edge of right of way (15 foot right of way) and drawing needs to be corrected to show this on the edge of the road.
• Drawing needs to how the only place water line is insulated is at the water main, culver and where cover is less than 5 ½ feet.
• During project the contractor will be responsible to keep set of as-built drawings.
• The project contracter will be responsible for all required test procedures before the line is operational.  Tests include: chlorination, de-chlorination, pressure testing and bacteria testing.  Dufresne-Henry responsible for cost line testing.

Sand Springs Meters

The Water Board and B. Babcock reviewed the Dufresne-Henry map presented at the 11/16/04 meeting for review by Tom Nesbitt.   The following items need to corrected on the drawing: 

• The drawing doesn’t have a by pass and this needs to be added.  This needs a valve on the bypass.
• Vault already exists for the meter for the total flow.
• Meter to be located near road for ease of reading.

Contract

M. Balch to review Dufresne-Henry contracts with Town Attorney.  M. Balch to report findings back to Water Board.

Pittsford Snomads

C. Hanrahan expressed concerns for liability issues connected to the Pittsford Snomads use of the trail at Sand Spring.  The biggest concern would be if the piston bully groomer rolled in that area.  C. Hanrahan asked if the snowmobile club had contacted neighboring properties to re-route the trail as the Water Board had requested they look into last year.  Further consideration of this agreement for future years is planned.

OMYA Test Results

Steve Rosotto has requested the Town obtain copies of tests OMYA has taken of the private wells in the Florence area.  Tom Sawyer has been contacted and copies of water tests will be supplied to the Town.

The next Water Board meeting will be rescheduled, as C. Hanrahan will be out of town from Dec. 18^th through the 21^st.
