Sewer Board Minutes
3/3/04
Thomas “Hank” Pelkey opened the meeting at 7:49 P.M.
The Board members present were: Thomas “Hank” Pelkey, Larry
Pomainville, Allen Hitchcock, David Markowski and Joseph Gagnon. Also present
were Michael Balch, Helen McKinley, Don Nickless, Tom Carrara and Paula Bizon
Recording Secretary.
MINUTES
The Sewer Board corrected minutes of 2/18/04 were
reviewed, discussed and approved.
ORDERS
The orders dated 3/3/04 were reviewed, discussed and
approved.
OTHER BUSINESS
Uncommitted reserve capacity
The Board discussed the
revocation of sewer allocations that the Town has approved.
The Board recommends that the revocations need to be pursued so the State
removes the Town’s unused sewer allocations.
L. Pomainville moved and A. Hitchcock seconded a motion to deny any
additional sewer allocation requests until the revocations are resolved with the
State. The Board discussed the Town’s ability to allocate sewer
hook ups. The State has prohibited
any further connections to the sewer. The
Board agreed to research the connections, the flow documentation and the States
calculation procedures. The Board directed M. Balch to contact the State on how
the flows are calculated and report back to the Board. L. Pomainville rescinded
the earlier motion.
Sewer Issues
The Board discussed the necessity to develop a time line
that will assist the Town in correcting the waste management problems.
The time line will address what needs to be done, at what cost and in
what time frame. M. Balch will
research the situation and report back to the Board on what direction the Town
needs to take on this issue. T. Carrara asked if the Town can dig around the
pipes to find out where the water infiltration is occuring.
The Board stated that the pipes can be video taped to see where the
problems are, but a cost estimate would be necessary.
Without any further business, the Board adjourned at 8:14
P.M.
