Sewer Board Minutes
3/31/04
Thomas “Hank” Pelkey opened the meeting at 8:03 P.M.
The Board members present were: Thomas “Hank” Pelkey, Dave Markowski,
Allen Hitchcock, and Larry Pomainville. Joseph
Gagnon was absent. Also present were Michael Balch and Paula Bizon Recording
Secretary.
MINUTES
The Sewer Board minutes of 3/24/04 were reviewed and
discussed. The following
corrections were made: under VT Police Academy – In 2003 one bid was received
not two. The academy stated that at
this time they would go forward possibly with their own “on-site system,”
not pumping station. Under the
additional hook ups after Randall Park there would need to be added “two or
three other properties.”
ORDERS
The orders dated 3/31/04 were reviewed, discussed and
approved.
OTHER BUSINESS
USDA Update
M. Balch informed the Board that H. McKinlay has contacted
Naomi Hatch, USDA, with the information on the sewer project as to what is
needed at this point to finalize the project.
N. Hatch stated that there would be a return of funds from the sewer
grant contingency fund. They will
be working together and the Board will be kept informed.
Sewer Grate Replacement
M. Balch informed the Board on the update of the grate
replacement project. M. Balch
recommended that the grates be replaced due to the liability of the Town if an
employee gets hurt. The Board
questioned the aluminum grate material that would be used, as to the best type
of material. M. Balch stated that
this is a movable product and except for one area they should hold up fairly
well.
Sludge Removal
M. Balch informed the Board that he has researched the
bagging system as opposed to trucking the sludge. M. Balch has researched the alternatives of sludge removal
and their associated costs. M.
Balch stated the only viable conclusion would be to pump the sludge and ship it
as slurry. The Board reviewed the
layout of the plant and possible alternatives to hold the sludge and ready it
for trucking. The Board will tour
the plant and review the space available. The
Board will also view the pump capacity and the possibility of recycling.
The Board will research the possibility of selling the bagging system and
recovering expenses. The Board discussed the need to research funding to cover the
plants additional costs. M. Balch
will research the cash flow from the Sewer and Water departments on how the
funds are received and allocated.
M. Balch informed the Board that he has contacted G.
Kupferer regarding the number of unused allocations that remain at Pittsford
Commons. He will also put together
a bid proposal, secure an engineer and contact a sludge pumping facility at the
sewer plant.
VT Police Academy
The Board discussed the content of the draft letter that
will be sent to J. Aja on the Town’s position based on the March 24th
meeting. H. Pelkey will draft the
letter.
Pittsford Commons Allocations
The Board directed M. Balch to research the Town’s
commitment to the number of sewer allocations at the Pittsford Commons.
Without any further business, the Board adjourned at 8:44
P.M.
