Pittsford Sewer Board Meeting January 17, 2007
Allen Hitchcock opened the meeting at 6:58PM. Sewer Board members present were: Allen Hitchcock, Joseph Gagnon, and Thomas Hooker. Thomas “Hank” Pelkey and David Markowski were absent. Also present were Michael Balch, Linda Drummond, Mary Grant, and Tom Carrara.
MINUTES The Sewer Board minutes of January 3, 2007 were approved. OLD BUSINESS T. Carrara asked if the sewer department has a deficit. M. Balch replied that the sewer department does have a deficit which relates almost entirely to the expending of funds to resolve the design issues made by Green Mountain Engineering at the sewer plant. The initial cost was approximately $1.4 million. The contractor has been paid in full for the project. The Town has hired an engineer and an attorney to see what the design deficiencies are at the sewer plant and pursue getting some money back for the deficiencies. There are some deficiencies that need to be fixed and infiltration makes matters worse. Some of the small improvements have been done. Elm St. will be finished when it is dry enough to do the repairs. Immediate deficiencies that need be addressed in the near future are the sludge pumping system and to add one chlorine contact tank. The sewer plant does not meet the New England standards which require two chlorine contact tanks. Elm Street’s infiltration has exceeded the capacity at the plant at high water times. The Town has had just one ecoli violation in the last 6 months. Discussion was held in regards to chlorine discharge. The Town follows all the State regulations adding the minimum amount of chlorine.
